Yes, there is such a spell, but it's not sold by merchants who stock magical supplies. The list of spell merchants who sell that particular spell are listed at Oblivion:Spells#Open_Average_Lock. --Nephele 13:18, 21 February 2007 (EST)

It all depends upon your skill level and your bartering ability. Read Oblivion:Spells#Spell Notes to find out how the magicka cost of a skill is determined, and then from that how the cost in gold is determined.
