- Discover from people's little secrets that Larrius Varro wishes to speak with you.
- Meet Varro in Moonmoth Legion Fort, and he suggests that you should take care of the "Bad People" in Balmora.
- Ask around town to be directed to the Thieves Guild. Ask around there to discover that all the "Bad People" are actually the Camonna Tong, and they are all in the Council Club in town.
- Find the Council Club in front of the silt strider, and locate all the people inside. The only person you don't need to worry about is the barkeep, as he apparently isn't all bad (even though he declares he's a Camonna Tong member.)
- Kill all the "Bad People", and make your way back to Larrius Varo to claim your reward and remove any bounties incurred while doing this quest.

At level 1, you can ask people in Balmora about a little secret. You will hear that Larrius Varro at Moonmoth Legion Fort (just east of Balmora) wishes to speak with you.
[edit] Larrius Varro's "Little Story"
Larrius is in the back of the main fort past all the vendor tables. Larrius ends up speaking very carefully and actually asks you to do nothing (which is his intent), but if you question him further he will tell you that he wants someone to wipe out five members of the Camonna Tong in Balmora. Though he doesn't know where they are, or even their names, he knows their professions: scout, pawnbroker, savant, thief, and smith.

Return to Balmora and ask around about the bad people and you will be directed to the Thieves Guild in the South Wall Cornerclub (disposition of 50 or higher is needed). Ask around in the club and, if you are persuasive enough, you will learn that all of the Bad People are in the Camonna Tong located at the Council Club in town. Their names are: Madrale Thirith, Marasa Aren, Sovor Trandel, Thanelen Velas, and Vadusa Sathryon. The barkeep, Banor Seran, is the only other person in the building.
In the Council Club, you'll find 3 of the members in the tavern (you don't have to kill the Barkeep), one is downstairs, and one upstairs. If you are careful, you can take out the one downstairs and the one upstairs without alerting the other three (sneak and chameleon helps). Otherwise, taking on all 5 at once (and sometimes the barkeep), can be very tough. You may wish to stock up on scrolls and potions beforehand. If you have a decent speechcraft skill you can taunt each of members to attack you without the others joining in. You should be able to taunt the one downstairs and upstairs first and kill them without attracting the others. Then, taunt one of the three and head upstairs and you might be able to have only one attack you at a time. If you aren't so good at Speechcraft, a Frenzy spell will work as well. The easiest ones to taunt are Madrale and Marasa, as they are already somewhat hostile by default.
[edit] Return to Varro
Unfortunately, once you attack them, you will be wanted by the guards, unless you've been able to taunt all of them. If you run (and sneak) quickly back to Varro in Moonmoth Legion Fort without being spotted, Varro will in turn remove the price on your head for helping him out. You also receive a nice Ring of Surroundings (20 to 30% Chameleon, and 12000 value). If you managed to clear your name before speaking with Varro, the captain will be happy at your discretion and give you a copy of Biography of the Wolf Queen as well.

- Warning: doing this quest by brute force (murder) likely gives you a bounty over 5000, which earns an automatic death sentence. Guards won't ask you to pay; they'll just attack to kill you. Sneaking and other tricks will get you past these guards easily enough to finish the quest, but even after Larrius Varro says he'll take care of it, your trouble may never end. Several users report in the forums that after this quest some - but not all - Imperial Guards will attack you forever even with no bounty (and
pccrimelevel = 0.00). The effect on the guards may actually occur with any guards that happen to attack you at the time you return to Varro. So if you somehow kill the bad people and then do the necessary travelling to be attacked by Imperial, Redoran, Telvanni, or Hlaalu Guards, as well as Ordinators, then all of those factions may well continue to target you even after your bounty has been reset to zero. Therefore, save your game before killing the bad people and redo the killing until your ending bounty is zero - or at least less than 5000. - If you're decent at destruction magic, you can do a custom "40-50 damage over 2 seconds in 50 feet" with any element except fire to clear out the entire building without any fuss. Simply make sure you cast it on the middle floor, on the guy in front of the barkeep.
- This quest can also be a handy way of clearing up a bounty you've accrued by other means. You still can't get rid of a death sentence, but any bounty up to 5000 can be cleared by doing this quest, provided you don't go above 5000 in the process.
- The best way to get a zero bounty for this quest is to taunt the upstairs and downstairs persons separately, and then taunt one person upstairs, the other two will attack as well. The key to this method is to make absolutely sure that each person has hit you before you hit them, this will allow for a 0 bounty every time.
- You can also get zero bounty if you increase barkeeper's disposition (100 to be safe). If you do that, he will not report the bloodbath and you can get out with a clean name.
- A failed pickpocket will earn a very small bounty, and allow you to kill all the bad people in self defense with no additional bounty.
- After this quest has been completed, mentioning the topic Camonna Tong with members of the Balmora Thieves Guild will increase their disposition by 20 each time you mention this topic while under 70 disposition. The effect of this seems to be unlimited (the topic never fails to raise disposition while it is under 70) - this can allow taunts without using bribes (useful for The Code Book quest with Sottilde), or raising their disposition to a max of 89 without joining the Thieves Guild. Note that sometimes their dispositions may temporarily drop in the next conversation - use the same topic to increase it again.
