Tarhiel is a male Bosmer Enchanter who falls from the sky in the Bitter Coast Region near Seyda Neen. He is also an Easter Egg.
You can save his life, by casting a large-area Slowfall spell on the area where he's falling. There's little reason to do this, however, as he has very little to say, and you won't be able to get his enchanted sword and scrolls as easily. Surprisingly, he is actually a merchant, and would also provide Blacksmithing services. Unfortunately, there is no way to take advantage of these services, as the only thing he'll say to you is "I don't want to talk about it", and then he'll immediately end the conversation, so you don't get a chance to talk further. And even if you could work past that, he has nothing to sell, and no gold with which to buy things.

- Tarhiel's name is a reference to the North Carolina Tar Heels, a college basketball team apparently not very well-liked by the staff at Bethesda. (Another reference to this is made in the Eltonbrand Easter Egg.)
- Tarhiel was presumably originally intended to be an Argonian, given his editor ID.
