The Imperial Palace is located in the center of the Imperial City, in Green Emperor Way. The most noticeable feature of the palace is the White Gold Tower, which was built by the Ayleids. The palace is strictly guarded by elite Palace Guards, who advise visitors to maintain quiet at all times, and not to enter any floor above the second.

For most of the game, the only parts of the palace that is accessible are the lower levels, where the Elder Council Chambers are located. Although trespassing, it is also possible to reach the Palace Basement, which contains some unusual items, such as the Glass of Time.

The door providing access to the upper levels of the palace is locked (key required), and there is no key that will open the door. The palace guards are allowed to go through the door (to reach their living quarters), but the player is not. The upper levels of the palace are only accessible during the final Thieves Guild quest, namely The Ultimate Heist, at which point the Old Way, an underground passageway to the palace, is revealed. The entrance from the underground passageway can only be used during the quest; after the quest, it is again impossible to reach the upper levels of the palace. The upper levels contain:

  • The basement of the Imperial Palace contains several giant-sized items, including an hourglass, a crystal ball, a club, and a chair. The hourglass (the Sands of Time) is related to the The Ultimate Heist quest. None of the other items can be activated.
