Sir Amiel Lannus is an Imperial ghost added by the Knights of the Nine official plug-in. He was the founder of the Knights of the Nine in 3E 111.

His skeleton is found at Vanua, during the quest The Shrine of the Crusader, and his diary gives you the quest Priory of the Nine. You can also find a Knights of the Nine shield and a Fine Steel Longsword on his skeleton. In the basement of the Priory of the Nine, you meet the ghost of Sir Amiel, along with some other Knights' ghosts.

After completing the Knights of the Nine quests, his tomb in the basement of the Priory of the Nine grants you Akatosh's Blessing (+5 Strength). This effect is semi-permanent: it stays in effect until you activate another of the Knights' tombs and receive a different blessing.

If you ask him about "Knights of the Nine", he says:

"The original order of the Nine was founded with the intention of safekeeping the Crusader's Relics.

"In life, we failed at this task. In death, we seek to preserve what little we accomplished while we wait for one to come and finish what we began."

Although you find his corpse with a Fine Steel Longsword, his ghost in the priory undercroft is sporting an Elven Claymore
