Dredhwen is a female Bosmer living in Passwall. She is the owner of The Wastrel's Purse. Her hunched appearance is caused by her being asleep on her feet all the time, and although this means she is effectively blind and cannot see the player taking items from in front of her, it doesn't stop her from serving her customers 24 hours a day.
During the quest Retaking The Fringe, she appears outside the inn where she can be killed by the Knights of Order. She will disappear from the game after the main quest is completed.
