The Fighters Guild, present across most of Tamriel, provides a common and, more importantly, public place of training, study, and employment for those of a martial persuasion. The guild is a professional organization chartered by the Emperor to regulate the hiring and training of mercenaries, protect commerce, capture or drive away beasts, and similar security duties. Guild halls can take on a contract from any citizen, provided it does not conflict with the laws or customs of the region.
The Guild gained greater prominence at the beginning of the Third Era under Uriel I. Guild Stewards are entrusted with receiving and dispensing contracts to Guild members, hearing complaints about the servicing of said contracts, promotions, and determining the eligibility for re-admittance into the Guild of former members who had stolen from or assaulted other members.
For more information, see the main Lore article.
In the Iliac Bay, the Fighters Guild is often essential for getting things done, leading to a range of possible assignments for guild members. Some quests involve killing creatures that have made their way into houses, killing giants and harpies, and protecting people. This is also the only guild that has a non-random quest, the infamously named "Lord K'avar quest" due to the (possible) waves of assassins.
Note: In certain regions of Hammerfell the Fighters Guild exists often as a holy order and is called The Fighter Trainers. The guildhalls of this Fighters Guild are holy places and count as temples and are open 24/7 like temples. Its smiths can also repair more than one item at once. Beside these minor features, the Fighters Trainers are identical to the Fighters Guild which can be found in the remaining regions of the Iliac Bay.
Apparently the rank of the player's character within the guild determines which quests one can get, rather than the reputation one may have with the guild. For example a character of rank 4 can get any quest which requires a reputation of 40 or less.

He assigns quests and possible rewards to members and non-members of the Guild.
He will repair non-magical armors and weapons for every member of the Guild. The costs of his services depend primarily on the rank one has within the Guild.
The repair time is one or more days, depending on how worn the item is and how many items he is already repairing. He can only repair one item at a time, which is a serious drawback compared to Armorers, General Stores and Weapon Smiths. He also hands repaired equipment over only during the regular opening hours (11:00-23:00), regardless which rank one may have within the guild.
However the smith of the Fighter Trainers, the religious order as which the Fighters Guild appears in many regions of Hammerfell, can repair as many items as Armorers, General Stores and Weapon Smiths.
She will train every member in the Skills the Guild offers. The costs are dependent on the level of one's character, 100 gold per level to be more precise. She, like all other trainers, can raise one's skills only to 50.
