All the items needed for the sheogorath quest can be obtained in Llewayin Mage's Guild To avoid a bounty, wait for the Innkeeper in Border Watch to go to sleep before lockpicking the display case containing the Olroy Cheese.

The thing about the quest constantly telling you to talk to Ri'Bassa is a bug. Specifically, I think you're supposed to talk to him about Three Signs again, but the option isn't there UNLESS your disposition is lower than 50 or 60, not sure, in which case he will tell you that he doesen't trust you enough to talk to you (the topic will remain yellow). If anyone has time, check this theory in CS (not sure how CS works, but look for conversation about Three Signs), and we could add it in the Notes or Bugs section Lisan al Gaib 19:55, 12 January 2007 (EST)

I'm not completely clear on what the bug is here, so I'll start by trying to summarize more precisely the steps that happen during this part of the quest. After the rats have come, you get a quest update:
I have used cheese to lure many rats into Border Watch. I should speak with Ri'bassa to see if he believes this to be part of the prophecy.
At this point you're at quest stage 50; as long as you're at stage 50 your quest target (i.e. the location your green arrow points to) is set to be Ri'Bassa. Talking to Ri'bassa at this point doesn't do anything to change your quest stage. Your quest stage only increases once the livestock have died, at which point you reach quest stage 60 and get one of two updates (depending upon how the sheep died):
I have killed all the livestock in Border Watch. or
I have poisoned the grain supply in the town of Border Watch. This has killed all the livestock.
Only at this point will your quest target be changed; briefly there is none, then once Sheogorath talks to you (putting you at quest stage 65), your quest target becomes the center of town.
So I suppose the problem here is that at stage=50 your quest target is pointing you to Ri'Bassa, even though you don't need to talk to him, and continues pointing him to after you talk to him. In theory, the quest marker should perhaps be turned off at this point (just like during the cheese+rats portion, where your omniscient journal doesn't tell you exactly where to go), to make it clear that you're on your own to figure out what to do. There's nothing you can do while talking to Ri'Bassa to change that situation. Does that answer any of the questions? --Nephele 21:25, 12 January 2007 (EST)
All but one :). Why does the topic Three Signs appear when his disposition is lower than 60/50? First time I discovered that was because I punched him (Serbian last-resort method for solving problems... works very well on TVs, and surprisingly well in Oblivion (Vampire cure)! :) ), then yielded to him. Topic showed up. However, he would not speak to me. I tried raising his disposition by a Charm spell and by Persuasion (on two seperate occassions), as soon as I do, it disappears. I then tried not punching him but instead Persuading him not to like me, topic showed up again. And again, when I raised his disposition... gone. Btw, I realise this might be very simple-minded of me but the stages... I see a (small) pattern of progression by 5. Then, at the part where I think there's a bug, it suddenly jumps by 10. There are four possible responses to the topic 'Three Signs'.
  • Two are the long, 'useful' responses where he tells you what the three signs are (the only difference is whether or not some of the sheep have already died). This response will appear if his disposition is >= 60, and the quest is at stage 30 (i.e., when you first get to Border Watch).
  • One is when he really dislikes you, I will tell you nothing of the three signs. You are an unbeliever and a fool. This response appears any time his disposition is <40.
  • The fourth is when he only kind of dislikes you, I do not believe you are prepared for that kind of knowledge. You are still a stranger to me. This response appears if his disposition is >=40, <60, and the quest stage >=40.
There does seem to be a noticeable bug with that last one; I'd guess it's supposed to be if the quest stage <40. I can also see that it would be confusing have the topic show up at low disposition, then disappear when you raise his disposition. If I understand how these dialogues work, they would always be in gold at low disposition (even if you've heard the useful response once), as a hint that you should raise the disposition.
As for the quest stage numbering, my impression is that the quest stages tend to go in increments of 10 for major steps in the quest, then use smaller intervals for intermediate steps. The stages for this quest are 10, 20, 30, 40, 45, 47, 50, 60, 65, 70, 100, 105. --Nephele 17:52, 13 January 2007 (EST)

[edit] The Fantastic Finish...or not

Was anyone else very underwhelmed by the finale of this quest? I was expecting a mass suicide a la Heaven's Gate (morbid, I know) or a mass desertion of the town when the dogs started falling...but all the NPCs just chatted like nothing was happening. Kinda odd that they didn't notice the all-important third sign or whatever. 152.23.196.162 23:58, 19 February 2007 (EST)

Erm...big gap in the story, how do I do this quest to help Sheogorath...If I AM Sheogorath...?

Instead of you getting the quest from yourself, Haskill gives it to you. Not really a as much of a gap in the story as it is an Easter Egg (although that's not that big, either). Qubeheheheh 08:10, 17 June 2007 (EDT)

Anyone knows dialogue for Shivering Isles version of this quest?

 Not sure about the rest of the quest, but his intro speech is the same except in the new voice.

[edit] Prior warning of the Shivering Isles?

Whilst this comment is very speculative, it is possibly true. The dialogue of the worshippers of Sheogorath in Cyrodiil, as well as being amusing/disturbing could have been Bethesda's way of giving a hint of things in the Shivering Isles. Scrumptious,darling children A reference to the fact that you can find Pygmy bones and a Pygmy skull- dead children. Bugs, bugs! Everywhere. A reference to the Elytra, and the Addiction quest, where you must find the 'bugs' to survive. I used to be a dog. I got better. Not a better dog, though. I'm a terrible dog now A reference to the fact that skinned hounds are in SI, and they are faster and more powerful than normal dogs. 'Terrible dog' meaning that although they are more powerful, they look revolting. Can you see the light? The bright shining light? the coming of Jyggalag, in a burst of light. From what I remember sheogorath says sometihng about plucking your eyes out when you exit convo with him. The people at his shrine may have previously been to SI and gone crazy like the others however this is most likely coincedence. --Lavadragon 10:34, 30 August 2007 (EDT)

Does installing the Shivering Isles change the journal entries of the completed quest, if you have completed it before you install the expansion? The reason I ask is that the entries on mine, if you check the completed quest log, shows the entry for if you are Sheogorath (Haskill has rewarded me for my efforts by giving me Wabbajack.)when I know I completed the quest months before I got the Shivering Isles, and i know it had the normal (Sheogorath has rewarded me for my efforts by giving me Wabbajack.) entry before I installed it. Also, sorry for the redundancy in the question, couldn't figure out how to phrase it. Neoman4426 23:50, 30 December 2007 (EST)

The answer is already sort of on the page but could probably benefit from some clarification. You'll notice that you get the Haskill version of the text "if the player has started the Symbols of Office quest". What that means is that if you complete the quest before installing SI you'll get the "Sheogorath has rewarded me..." version as usual, and that will stay in your journal even after installing Shivering Isles. However, at the moment you complete the Symbols of Office quest the text will change to the Haskill version. That probably counts as a minor glitch. What happens if you complete the Shivering Isles pack and try to complete this shrine quest? Does the old Sheogorath talk to you? If so, that would be a loophole. Besides, it wouldn't make much sense to talk about yourself like you are a different person.
