Guards are a respawning NPC class who patrol the streets of the cities of Morrowind. These people maintain the law in Morrowind, by use of force if necessary, and citizens can call them when they see something unlawful.
Guards also protect valuable resources in Ebony and Glass mines, and wealthier shop owners may have their wares under guard.
