Talk to Arara Uvulas in the Telvanni Council House in Sadrith Mora for chores.
Go to the Mages Guild in Wolverine Hall to find out who has the Staff of the Silver Dawn.
Convince Arielle Phiencel to sell the staff to you.
Return to Arara to complete the quest.

Arara Uvulas in the Telvanni Council House in Sadrith Mora will ask you to find and return the Staff of the Silver Dawn, rumored to be held by someone in the Mages Guild in town.

Visit the Mages Guild in Wolverine Hall in town and you'll find that it is in the possession of Arielle Phiencel. Arielle is willing to part with the staff at a price (300 gold). Note that the staff is simply named as a Silver Staff.

Return to Arara with the staff to complete the quest and receive a Glass Jinkblade and the Blind spell.
